Uber-style dispatch for paper petition signature drives
Demae-Shomei is an open-source reference implementation that applies the food-delivery dispatch model to paper signature collection for Japan's local direct-democracy petitions — recalls of officials or assemblies, and the enactment or repeal of ordinances under the Local Autonomy Act.
How it works: a voter "orders" a visit from the app, a registered and qualified collector accepts, and only then is the address revealed. The collector gets an ETA, both sides verify a mutual code on arrival, and the signature count is reported — order, accept, ETA, arrive, done, just like a delivery app.
Privacy by design: the orderer's address and phone are end-to-end encrypted on the device to the collector's public key (WebCrypto: ECDH P-256, HKDF, AES-GCM). The server never holds plaintext, and address and phone are auto-purged on completion or cancellation — all that remains is a town-block code and a signature count.
Deliberate legal boundaries (Japan's Local Autonomy Act): no e-signatures (only a hand-written signature on the paper register is valid), no signer names or birthdates, no voter-roll data, and no payments or rewards. It is a reference implementation, not legal advice.
Tech: zero external dependencies (Node.js standard http and a vanilla-JS SPA), on-device route optimization (nearest-neighbor and 2-opt, with optional WebGPU acceleration), and Google Maps hand-off via URL scheme so the server sends nothing to Google. MIT licensed.
